Most existing energy retrofit programs targeting low-income households in Canada aim to facilitate access to energy upgrades. These programs often offer a range of solutions to improve the energy efficiency of dwellings and, in some cases, improve their indoor environments.
However, design gaps still prevent energy retrofit programs from accounting for the multiple determinants and risks of energy poverty among low-income households. While most programs offer energy efficiency solutions to address high utility bills, they fail to account for the livelihoods of those who need energy retrofit the most.
